With an internet connection and an Apple ID, you can make and receive calls in the FaceTime app (first sign in with your Apple ID, or create an Apple ID, if you don’t have one).
Sorry, there was a problem. Please try again later.IPads don’t have phone capabilities. However there are free apps for iPads that let you make phone calls, but they are very, VERY, basic. I use an app called TALKATONE. I can make and receive free calls in USA or Canada, and you don’t need a provider. But, of course, you need WiFi or cellular.
