Unlocked means it is not locked to a particular carrier, like Verizon or AT&T, so you can choose the carrier for data. However, you do need to check what kind of network the device is compatible with as there are two types, CDMA and GSM. Some devices can only work with CDMA(network examples Verizon and Sprint), some can only work with GSM (example networks AT&T and T-Mobile), and some can work with both.
