“What's the difference between buying the iPad with wifi-only and buying it with Wi-Fi plus unlocked? I'm not sure what the unlocked portion means... if someone could please elaborate”

WiFi only means that your iPad will only connect to the internet via WiFi. WiFi plus unlocked means that's you can put in a sim card and use mobile data from any carrier since it's unlocked.

The unlocked version will allow you to put your iPad on a data plan with your cellular company, if you would like. It is not necessary to have it on a data plan, but it is nice to have the option when you are in a place without Wi-Fi.

You also gain a GPS chip in the iPad so you have location information available at all times.
