I asked a member there this same question. She told me that Best Buy gets two sets of phones. One which is unlocked and one which is provided through your cell provider. Of course, the cell provider has more options and abundance of them. However, the unlocked ones; (the ones we want to pay outright for) are often sold out. Therefore, when your Best Buy store doesn’t have those unlocked ones in stock, it’ll often say there’s no option to pay in full. I hope this helps.
