When will Best Buy have unlocked phones? null

I just bought an 11 Pro Max. I already have AT*T service and SIM. BB usually unlocked phones for me when I buy them outright. This time, they were told they can not unlock new iphones. A new policy in the past few months. They were told to tell me, I have to wait 60 days. Then I could have AT*T unlock it. So I went home with the phone, called AT*T, and was unlocked in minutes.
