It was activated for my Verizon account when I made the purchase at Best Buy

Just got my Verizon bill and there is a one time $40 upgrade fee (half as much if you go through the MyVerizon app or online instead of Best Buy), plus $2.40 tax. But there was no separate charge for activation as such.
