No, this iPhone is not unlocked. Check with your carrier for their unlocking policy.

For AT&T, there wasn't a one-time payment option at Best Buy, so our phones are locked until they are paid off. You used to be able to buy an unlocked iPhone through the Apple store. However, that option seems to have gone away in my area with COVID-19. Note, however, that the migration of data from our old iPhone 8s to the new iPhone 12 Mini and Regular was a lot more difficult than prior upgrades. The Best Buy technician took about 30 minutes to transfer our data for each phone (so more than one hour for 2). So if you're not technically savvy, this is a free Best Buy service that you might want to consider and may help offset the locked status. By the way, if you want the iPhone 12 Mini, the nearest AT&T store didn't have it in stock due to low demand. Also, Best Buy gave us a slightly better trade in price for our old phones than AT&T would. This mattered because we couldn't take advantage of the purchase price rebates since we have a limited data plan.
