If your not wanting to become part of att. And you will use it internationally. The best option would be to purchase a unlocked device. Meaning the phone is not connected to a specific provider like ATT, Verizon ect. With a unlocked phone you can choose your provider and be able to use it internationally with the provider and country of your choice.
