A:AnswerI don’t know the reason or the technology behind this policy but I tried at several different retailers to just buy the phone outright and the answer was always the same. In fact I had to speak with ATT and have it connected before I could even lay hands on my new phone. I didn’t have a problem with that since I was staying with ATT anyway but I agree that it is a strange policy.
