Total Wireless is a mobile phone provider under TracFone Wireless. It’s a budget version of AT&T and Verizon in a sense. A locked phone means that it can only be used with one carrier and that carrier only. Yes, you can use only WiFi but once you leave an area with WiFi, it’s recommended that you use a hotspot to be able to continue to use the phone. (That’s what I’ve been doing as of right now.)
