I believe there would be an activation fee if you were in need of using the new SIM card that comes with the phone. However if you have a SIM card in a phone your using already with att then you should be able to just pop in your SIM card when you get it and it should work. I bought my phone with being with Cricket and I chose activate later and when I received it I just put my SIM card in it and everything worked. I didn’t have to speak to anyone or go anywhere. Not sure if that answers your question but hope it helps.
