I believe you do need an "apple id" to setup and use a Mac (any Mac). you don't need to up the storage on iCloud at all if you choose to use other ways to store the data, but to activate the laptop, you need an apple-id if that's what you are asking.

Although its only noticeable-able if you have other apple devices. For example i do be doing something on my phone and i want to visit an interesting link. I can copy the link on my phone and just paste it on my macbook, no extra steps. OR i want to access the capabilities of the iphone camera for a Zoom meeting, I just select my phone as a camera in Zoom video options, no extra steps needed. so it really depends on how you want to use the device really. but yeah you need icloud for full functionality.
