• Yes it should because it is an AT&T phone. GSM phones that worked for AT&T and T-Mobile lines will work in South America. Sprint or Verizon (cdma) won't.

• The iPhone comes "unlocked" so it should work just fine as long as you have a nano sim card with your provider in Santiago, Chile. You may want to check with Entel pcs first to make sure that their sim cards will work with the unlocked iPhone 6s.
