This is new phone. It should work if you unlock the phone.

I recently purchased an Apple iPhone XR that was reconditioned in "excellent" condition. It came looking like new. It also works like a new phone. I do not know if it had a new battery.
It did Not have a SIM card in it - therefor it should work in any country with any phone company, unless they require something internally different in the phones to function.
