Yes, it is icloud unlocked. I was upgrading from a 5s to a 6s. A week prior, I had switched from AT&T to Consumer Cellular, so being unlocked was important to me also for the back-up. (You didn't ask me this, but switching to Consumer Cellular saved me enough $$ in five months to pay for my 6s.)
