I equate both "pre-owned" and "refurbished" with a polite way of saying used. The only reason I would shy away from a "pre-owned" item is wondering about why the previous owner brought it back. I purchased a "refurbished" iPad and was worried about all the horror stories I had heard. However, it works fine and looks great. I feel confident that the factory reset it to a clean condition and not worry about hidden spyware from the previous owner.
