No, AppleTV is not a recording device EXCEPT that you can purchase or rent movies on it which allow for repeated viewing. However, don't confuse it with a DVR.

Streaming services available via downloaded apps on the AppleTV (Hulu, DirecTV, YoutubeTV, etc) offer in-app DVR. You can also download movies and TV shows purchased or rented through the iTunes Store directly to the device. However the device itself does not record broadcast television except within downloaded applications according to the subscription you choose for those applications.
