Yes. Technically you could probably use an HDMI multiplexer to send the same signal to multiple TVs, but it's still just one signal on more than one display. If you really want multiple different "tuners", you need a box for each TV.

As far as I know the answer is yes, I bought three Apple TV’s and installed one on eachTV. The nice thing is; once you set up one device with apps, they carry over to the other devices automatically.
