Yes. I have the 4K model both 32 and 64 ... works on both. I use iTunes for all my music. It is all synched. I use Photos in full screen. It looks great. Use highest video settings for best results.

You just have to sign in on the same iCloud account and the photos app works fine, yes, full screen. I recommend that you set your phone to take the highest quality possible so it looks good on a large screen. My TV is very large at 70 inches, my pictures look great on it at full size, but my picture settings are at 4K for video, etc.

The Apple TV is redundant in many ways to a smart TV. However if you are a heavy iTunes person then an Apple TV may be worth the money - specifically if you have/watch a lot of movies purchased from apple. For music I'd try screen mirroring first and see how that goes (I find the playback quality good), before buying the apple TV. For photos try the screen mirroring too - if you full-screen your iPhone, it should full screen on the TV as well.
