The Apple TV has to have internet connection for it to work. If your dad doesn't have wifi, he can connect his Apple TV to his iPhone through his phone's personal hotspot. The Apple TV then will have wifi connection, therefore, will work and he can watch what he wants to on the Apple TV.

The only way you might be able to mirror it, would be to turn on the mobile hotspot on your dad's iPhone, but using cellular data isn't always the best and can really eat up your data plan (irregardless if there's "unlimited data" as it'll be throttled to slower speeds around 20 GBs). However, check out this mobile hotspot that may solve your problem. It's a pay-as-you-go plan, that offers relatively fast speed. It's a pretty viable option if you don't want to have a contract with an internet company. I hope this helps!
