Yes, I have one that is setup like this just the watch no cell phone. That said you need an Iphone to assist with the setup of the watch through what Apple calls "family setup" You also need to setup an apple id for the person using the watch, so when you go through enrollment process above on your phone you use that info. The nice part is that it lets you set school hours "schooltime" etc to control the use of the watch and "disable" certain type of notifications during the day where they shouldn't be using the watch.
