Apple Watch SE GPS + Cellular has the option to subscribe to a cellular plan.

If paired, you will be able to access a variety of apps including music, messaging, health, fitness, weather, as you can on your phone. Mine is paired to a phone with a phone plan and just mirrors activity through the watch. I’m not sure specifically, but I feel confident that if you’re utilizing your iPhone’s features through wifi the watch would still mirror it. Having the watch itself connected to a cellular plan would just make it so that you can access all of its features without having to be near your phone.
