When your iPhone is off or out of range, your Apple Watch can use a Wi-Fi network to send and receive data. Your watch can also connect to a cellular network if you choose a GPS+ Cellular model.

No, you either get cellular on the watch which makes it completely independent from your phone or what I have is just using Bluetooth from watch to my phone so when they’re in reach, they receive the same notifications. Regardless pretty simple and recommend.
