If you’re not planning to use it as a stand alone mobile device you don’t have to activate it for that use.

We have at&t and pay an additional $20 per month to piggy back on another phone number. No additional number needed.

Yes, this has to be registered with the carrier. There is an additional charge on the monthly bill. There is a WiFi only version available that does not need to be tied to the carrier.
