“GPS+cellular does that mean you can use Bluetooth to make calls and messages”

We have them hooked up with AT&T so it’s a small fee . I’m not sure if it can be hooked up to WiFi?

You can, yes. Apart from that, the “gps and cellular” feature allows your phone to be away from the watch (take a walk and leave phone behind) but that option requires a subscription from carrier. $10/mo from Verizon.
