if you go with the GPS + cellular version of the Apple watch it will be given its own phone number and it would need to be put on the same Verizon account as the phone it is paired with, so the payment would be made through his Verizon account. If you go with just the GPS version of the watch then you can buy it on your Verizon account or Best Buy account and then give it to him and he can pair it himself.
