• You absolutely have to have it attached to a cell plan, but you can access the phone calls coming into your cell phone even if you’ve left the phone at home.

• If you haven't had an answer.... yes you can receive and I think make calls without the phone near, but you have to add the device - just like a phone - to your provider plan with its own number and the associated cost (monthly and initially) of another phone line. You'll get not only texts, but notifications as well!
