You absolutely have to have it attached to a cell plan, but you can access the phone calls coming into your cell phone even if you’ve left the phone at home.

Please try again later.If you haven't had an answer.... yes you can receive and I think make calls without the phone near, but you have to add the device - just like a phone - to your provider plan with its own number and the associated cost (monthly and initially) of another phone line. You'll get not only texts, but notifications as well!
