Only on the Cellular models. The GPS/Wifi only models will need to be tethered to your phone to get texts/most notifications. Cellular models can activate the feature whenever at an additional charge to your phone bill. The feature on the cellular model does not need to be activated.

No you cannot. This option is only available if you purchase the (GPS + Cellular) version of the Apple Watch. GPS only version does not support cellular functions. You can answer and receive voice and text alerts. The GPS function allows you to still track your movements and location without your IPhone.
