If you buy the watch subsidized by your carrier, yes, you will be required to add cell service. But if you buy it “off the shelf”, meaning buy it like any other item at the store, then you are not required to add a service to your carrier account. This is how our family has bought 3 Apple watches (all three capable of cell service) and none has cell service added to them. The watches are fully functional without a cell service added to them, even watches capable of cell connectivity.
