I haven’t had to use this feature yet, but according to Apple support online: “To use Emergency SOS on an Apple Watch that doesn't have cellular, your iPhone needs to be nearby. If your iPhone isn't nearby, your Apple Watch needs to be connected to a known Wi-Fi network and you must set up Wi-Fi Calling. ... When the countdown ends, your watch automatically calls emergency services.”

Please try again later.I have seen an option on the Watch in the demo mode at BestBuy of it saying something like, "Looks like you've taken a hard fall, do you need help?" and it gives you options to hit "yes" or "no." If you have the non-cellular version, make sure Mom's phone isn't too far away and is always connected to the Apple Watch as she has to be somewhat near her phone to use the calling features on it. if she has a cellular version, the Apple Watch IS her phone, and she can go anywhere with it. My maternal Grandfather, when he was alive, had one of those LifeAlert type button things around his neck and my paternal grandmother has one that I guess has a ISM card in it encase she can wear it anywhere and it works as a little phone as well.
