No. You must buy the version that says Cellular. This GPS version needs the cell phone close to be able to make calls.

Apple series 7 I bought doesn’t come with cellular but they do sell them with cellular+ gps.

If you want it to do that but you will need to add a line to your wireless plan. I didn’t opt for that. I already have a phone.
