You do not. There are two different models of each Apple Watch - a “GPS” and a “GPS+Cellular” version. The version with cellular costs a bit more and requires a cellular plan to utilize its functionality when not paired with another device (I.e. an iPhone). The GPS only requires another paired device for some features.

No, you can simply use bluetooth as an option.
