• Yes it should be connected to your arlo camara all the time to keep the battery fully charge and that way you don't need to keep replacing it with a fresh one everytime.

• The charger cable connects your camera to the Arlo solar panel and yes it needs to be connected to both devices at all times to maintain the battery level of your camera. ^RM
