“If someone has a modem router, Can you plug this device into it to be used to boost Cell Phone signal if you live in a rural area where signal is poor? If not what type of device would you suggest? Thanks in advance”

This will not boost cell phone signals. It will not help you gain stronger signal from Sprint, T Mobile, Verizon or AT&T. This device will replace your modem and router combo that you have bought it rented to use with Comcast or similar company using cable. You cannot use it with FiOS. This device will provide great wi-fi signal in your home, provided you have paid for home internet. To get better cell phone signal you need to buy a cell booster for your home. Hope this helps with your search for a better signal.
