No. It doesn’t have the voice capability. I bought the black arris that is the same one optimum provided. Easy to install. Call optimum to finish the setup. If you don’t want the arris brand then make sure you have voice. It will say it on the box.

When you buy a new modem as I did because cable starting charging $10 a month. Make sure the box has the voice VO on the box. If it doesn’t say it then it doesn’t have it. I returned it and bought the arris brand. It’s the same one optimum provided us with for free. (But not anymore) it’s not stocked in the store. You have to order it online. Easy to install. I just removed the old arris box and then plugged in the new one. All the connections coincide exactly. But you have to call optimum to finish the setup. You have to give them the serial number from your new modem. All easy.
