A lot of the time disk usage and cpu tend to spike a bit the first few minutes after a bootup since Windows 10 uses so many resources, but they usually drop back down to the 0-10% range fairly quickly. If you're still having issues - Make sure to prevent any unnecessary programs from starting upon boot-up. One of these for me was Windows Search feature which was always running in the background. This was one of a few things I tried to lower the disk usage. The other was (brace yourself) installing an anti-virus. From what I understand though, this is a Microsoft issue rather than a virus and you should be able to find a quick answer to it in any Windows FAQ forum. Somehow, mine normalized after trying several of these things. Totally understand the concern with this though as it was pretty freaky for a little while.
