It uses Microsoft Pen Protocol and it works with Photoshop, but the palm rejection is horrendous. Writing with your palm on the screen will make the notification center, onscreen keyboard, and other stuff pop up several times per minute. This does not normally happen on other Microsoft Pen Protocol devices. Also, this happens even with the "Ignore touch input when I'm using my pen" option enabled in Windows settings.
