I own this laptop and when I use it to play games I only get roughly 30 to 40 frames a second if I am lucky having it on 4K what am I doing wrong I should at least be getting 60 null

The 2060 graphics card is not enough to provide large games running at 4K @ 60Hz. You can try to reduce the special effects. If you still can’t, you can only lower the resolution to get a higher refresh rate.
