• No, you would still need an ISP (internet service provider) with a modem. This router would connect to said modem to share the internet connection with your household. If you use the router without a modem you would have a local network that cannot access the internet.

• No. You still need an actual Internet provider along with a cable modem or residential gateway. Without those, you just have a 100% local/internal network.
