• Can this be tethered to your cell phone as the active internet connection? If so, than you could do what you are asking.

• No it doesn't. Wi-Fi is only available in and around buildings typically. In order to get Internet while on the go, you would need one with a built-in modem and a wireless subscription from a call carrier.
