“i have this exact monitor and i constantly have horizontal lines flickering like every 30 seconds. and is always in different areas. This happens no matter what i have hooked up to it. Is there a way to prevent the lines from appearing?”

It's probably your GPU a bad video card artifacting swap it out see if it works?
