Now that I have it, I can answer that this is not compatible with the Oculus Rift S as the Thunderbolt is wired to the integrated graphics. Huge bummer.
Sorry, there was a problem. Please try again later. This laptop, 2021 F15 with Intel and 3070, ran fine with my my Quest 2 on the Thunderbolt 4 port. Some apps report it as the internal GPU, but it is not. Trust me, it works and you can tell when it's on the iGPU and the discrete one. You might have to make sure the laptop has switched to the external GPU or set it as a preference in the nvidia control panel. I had varied success on the USB 3.0 ports and the Quest 2. However, that's with the Anker cable, not the official Oculus one and nothing to do with the GPU. I do wonder if my issues with the Anker cable, are the cable itself (works fine on my Rogue B450) or if its the USB 3.0 on the laptop.
