“Will this monitor accept 4k Signals from next gen consoles and downscale them to 1440p? Apparently the new MSI 27" 1440p monitors do this, so I would like my next monitor to support this feature.”

No, according to Asus's website it'll output Full HD(1920 X 1080)@120Hz on PS5 & Xbox Series X/S.
