Yes, this will give your PC Bluetooth capabilities if it is connected to a USB 3.0 or 2.0 port.

Please try again later.Yes, this will work for your computer but I am going to warn you if you have anything obstructing the path from the dongle to the device you are connecting it will have very bad audio quality. Also usb is backwards compatible so you can plug a USB 2.0 into a 3.0 slot but not vice versa. Hope this answers your question:)
