• If you don't have any AT&T cell service in the area, then it's useless to even have a phone there.

• If you are within US cell coverage, yes. If you are going to be in the range of foreign cell coverage, stop at an AT&T store and see about international plans-though if that's the case T-Mobile is hard to beat for international plans. If you are going to be in the middle of the ocean, probably no cell service. But if you have Wi-Fi, download WhatsApp and advise anyone you want to communicate with to do the same. It allows you to text and make calls over the internet for free using your same number/device/sim card.
