“one of my additional handset bases the phne shows incoming calls, it rings when someone calls but it will not break dialtone. I cant make or receive calls from it. is this a sync issue or the set? I have "rebooted" the base station and didn't fix.”

Probably needs to be replaced. The phones in the set are already synced to the base. Maybe it needs a new battery in the handset. Or you could try putting it on another base and see if the same problem happens. It is probably the handset.
