I had that problem and repair man said I had a "short" in my house. I unplugged all other phones. Plugged them back in one at a time using a cell phone to call that number. If it didn't ring then it was a bad phone. I did find one that did not ring. I tested same phone outlet with another phone and it rang so knew it was not the outlet that was bad. New phone started taking messages after faulty phone was removed. Hope this helps. If not you may need help with outside box testing.
