“If I buy this and a plan with ATT, can anyone use this regardless of who their cell plan is through? Cause no one has an ATT phone. We need mobile wifi for our 16 hour car ride to FL.”

Yes, the WiFi can be used by anyone.

There is a maximum number of connections which shouldn't be an issue in the car. I would be more concerned with the battery life on the trip. I use mine at home with the battery removed to prevent overheating. For the car I have a device that plugs into the obd2 port.

Weak signal and after three weeks I have to reset it once a day to even be able to find the WiFi network on my computer. Worst buy in a long time. Verizon has much better and less expensive hot spots made for vehicles.
