“I have AT&T internet but need something so I can travel out of state could I do that with this or would I have to stay nearby my home? Also could I use the same internet service I already have with AT&T or would I have to pay extra?”

Yes you may use it has a mobile device, however you need to contact AT&T and get sim card and setup an account for this device.
